Salary Reimbursement Scheme

The Salary Reimbursement Scheme, introduced under the Goa Start-up Policy 2017, aims to support certified start-ups in Goa by reducing their employee salary costs. The scheme provides reimbursement of a portion of salaries paid to fresh IT professionals and local employees hired for at least 12 months. Start-ups can receive either 50% of a fresher’s salary (subject to a monthly cap) or up to 25% of salaries for a predominantly local workforce, for a period of up to three years. The scheme is implemented by the Start-up Promotion Cell (SPC), which evaluates applications, approves reimbursements, and disburses funds. The benefits are discretionary and intended to encourage local hiring while strengthening the start-up ecosystem in the State.

Benefits

Eligibility

  • Applicant must be an SPC-certified start-up with a valid certificate.

  • Claimed employees must have at least 12 months of employment.

  • For fresher benefits, employee must be an IT professional and a fresher (graduated within 2 years).

  • IT professional means working on IT-enabled products or services.

  • Local employee means born in Goa, domiciled 10+ years, or spouse of a Goan.

  • Employees’ and directors’ bank accounts must be Aadhaar-linked.

Required Documentation

Copy of Aadhaar card of Directors

Copy of Aadhaar card of relevant employees

HR letter certifying that employment contracts of employees fulfill conditions mentioned in the policy regarding period of contract and work profile

Contract of Employment (should be of at least 12 months for a technical work profile)

Salary slips of concerned employees

Bank certification/ Bank account statement showing debit of salary

The form and documents as mentioned in Annexture 1
