National Scheduled Caste and Scheduled Tribe Hub (NSSH)

The National Scheduled Caste and Scheduled Tribe Hub (NSSH) is an initiative of the Ministry of MSME, Government of India, launched in 2016 to promote entrepreneurship among SC/ST communities. The scheme aims to strengthen the capacity of SC/ST-owned MSMEs by providing support in credit access, technology upgradation, skill development, and market linkages. A key focus of NSSH is to enable SC/ST enterprises to participate in public procurement and help achieve the mandated 4% procurement target from SC/ST MSMEs by government bodies and CPSEs. The scheme also offers mentoring, handholding, and vendor development support. Implemented through NSIC, NSSH operates dedicated hubs across the country. The scheme is applicable up to 31 March 2026 with a total outlay of ₹438 crore for 2021–22 to 2025–26.

Benefits

  • award-check SCLCSS (Technology): 25% capital subsidy (max ₹25 lakh) on plant & machinery for SC/ST MSEs; loans up to ₹1 crore.

  • award-check Bank Charges Reimbursement: 80% or up to ₹1 lakh/year for loan processing fees and PBG charges.

  • award-check Testing Fees: 80% or up to ₹1 lakh for NABL/BIS/PSU-accredited lab tests.

  • award-check Membership & E-commerce: 80% or up to ₹20,000 for EPC/Board membership; ₹25,000 for GeM/MSME Mart subscription.

  • award-check Management Courses: 90% or up to ₹1 lakh for courses at top 50 NIRF institutes (max 2/year).

  • award-check Toolkit Support: Up to ₹50,000 per candidate for NSQF Level 4–10 training.

  • award-check Special Marketing Assistance (SMAS): Support for stalls, travel & freight for 1 international + 2 domestic events/year.

Eligibility

  • The enterprise must be SC/ST-owned (minimum 51%), registered as a Proprietorship, Partnership, LLP, Private Limited Company, or Co-operative.

  • It must be engaged in manufacturing or service activities; trading-only enterprises are not eligible.

  • The enterprise must have a valid Udyam Registration and be onboarded on GeM where applicable.

  • Both new and existing enterprises, including those under expansion, are eligible.

  • Preference will be given to women-owned enterprises and units in the North Eastern Region, hill states, and island territories.

  • The candidate must belong to the SC/ST community and be at least 18 years old, with preference to female and differently-abled candidates.

Self-certified copy of PAN card (for proprietorship, PAN card of SC/ST proprietor)

Copy of caste certificate of all promoters

Cancelled cheque of the current account from which the EPC membership fee was debited

Proof of reimbursement transferred by NSSHO or NSIC through PFMS, if assistance was availed earlier in the same financial year
