Micro Small Enterprises Cluster Development Programme (MSE-CDP Scheme)

The Micro & Small Enterprises – Cluster Development Programme (MSE-CDP) is a flagship initiative of the Ministry of MSME aimed at promoting the growth and competitiveness of Micro and Small Enterprises through a cluster-based approach. By supporting the development of modern infrastructure, common facility centres, and shared services, the programme enables MSMEs within a cluster to access essential tools, technology, and facilities that may otherwise be unaffordable individually. MSE-CDP helps improve production efficiency, reduce operational costs, enhance product quality, and strengthen market competitiveness. Through collective development and shared resources, the scheme fosters sustainable growth, innovation, and employment generation within MSME clusters across India.

Benefits

  • award-check Common Facility Centers (CFCs): The Government of India (GoI) provides a grant covering up to 80% of the project cost, with a maximum project limit of ₹30 crore.

  • award-check Infrastructure Development: For infrastructure-related projects, the GoI provides a grant of up to 70% of the total cost, with the maximum project value capped at ₹15 crore.

Eligibility

  • Existing entrepreneurs in a cluster are eligible to participate.

  • Typically, applicants must form a Special Purpose Vehicle (SPV)—such as a society, trust, cooperative, company, or producer organization—to implement and manage the project.
