Homestays and Bed and Breakfast Scheme
The Homestay and Bed & Breakfast (B&B) Scheme, notified by the Government of Goa in 2023, aims to promote regulated homestay and B&B accommodations as an integral part of the State’s tourism ecosystem. Implemented by the Department of Tourism, Government of Goa, the scheme provides a framework for registration, classification (Silver/Gold), quality standards, and incentives for homestay and B&B establishments. It offers fiscal benefits such as grants and reimbursement of travel and accommodation expenses for participation in domestic trade shows, along with non-fiscal support including marketing, training, facilitation of licenses, and promotional assistance. The scheme seeks to enhance accommodation options, especially in hinterland areas, while ensuring safety, hygiene, and service quality.
Benefits

One-time grant of ₹2,00,000 per eligible homestay for infrastructure development.

50% reimbursement of participation cost and 50% travel & accommodation for one domestic trade show per year (max ₹50,000 annually).

Registration with the Ministry of Tourism (MoT), Govt. of India.

Free or subsidized software for homestay operations.

Marketing and promotion through Goa Tourism platforms.

Facilitation of permissions, NOCs, and statutory clearances.

Eligibility

Must be registered with Dept. of Tourism, Goa and owned by a Goan (by birth or 15+ years residency).

Must comply with the Trade Act, 1982 and be registered under the Goa Tourism Trade Act.

Must be Silver/Gold classified and meet infrastructure, hygiene, safety & service standards.

Applicable only to Homestays/B&Bs in notified hinterland talukas.
Required Documentation
Filled Checklist of Facilities (Annexure-II) and Signed Declaration (Annexure-III)
Identity proof such as Aadhaar, PAN, Voter ID, Passport, or other government ID
Proof of ownership including allotment letter or conveyance deed
Attested copy of ownership document by Group-A Officer or Public Notary
Photographs of premises including kitchen, rooms, bathrooms, gate, parking, and lawn
Construction year verification certificate
Proof of payment of application fee

Log in to the UDP Goa website.
Select Homestays and Bed and Breakfast Scheme from the list of schemes.
Click on the Apply button.
You will be automatically redirected to the Goa Online Portal to submit your application.
