Employment Subsidy Scheme (Umbrella Scheme)
The Employment Subsidy Scheme, 2017 aims to promote investment in Goa by encouraging industries to hire more Goan manpower. The scheme supports manufacturing units and approved hinterland eco-tourism projects that employ at least 60% Goan workers on regular employment. By offering wage reimbursement based on the percentage of Goan employees, the scheme helps industries remain competitive while boosting local employment opportunities.
Benefits

Wage/salary subsidy for Goan employment (≥60% Goan manpower), proportional to Goan % (up to 100% for ≥80% Goan employees).

MSMEs/Eco-Tourism: Up to 50% wages for Goans, capped at ₹7,000/emp/month; max ₹25L/year (pro-rata).

Large Enterprises: Up to 25% wages for Goans, capped at ₹7,000/emp/month; max ₹50L/year (pro-rata).

Duration: Max 7 years, per Umbrella Scheme.

Conditions: Budget-dependent; no estoppel if funds exhausted.
Eligibility

MSMEs & Large Units under White/Green/Orange category.

Hinterland Eco-tourism units approved by Tourism/IPB.

Must employ minimum 60% Goan manpower.

Goan employee definition: Born in Goa / 10-year residence proof / Govt documents.

Gross salary for eligible employees: > ₹8,000/month.

Units availing CMRY or IT Department schemes are not eligible.

Log in to the UDP Goa website.
Select Employment Subsidy Scheme from the list of schemes.
Click on the Apply button.
Site will be redirected to to the Goa Online Portal to submit your application.
