A Scheme for Promotion of Innovation, Rural Industries and Entrepreneurship (ASPIRE)

ASPIRE is a national initiative launched by the Ministry of MSME to promote innovation and entrepreneurship, especially in rural and underserved regions of India. The scheme focuses on establishing a strong network of Livelihood Business Incubators (LBIs) and Technology Business Incubators (TBIs) to support rural enterprises. Its primary aim is to nurture rural and agro-based industries by providing skill training, incubation facilities, and technology-based support to aspiring entrepreneurs.

Benefits

  • award-check Maximum of INR 1 crore to Government agencies & INR 75 lakh to Private agencies for procuring plant and machinery.

  • award-check Maximum of INR 1 crore. to Government and Private agencies as operational expenditure support towards manpower cost, running incubation and skill development programmers, etc.

Eligibility

  • Any individual who wants to start a business, particularly in rural and agro-based industries, and is above 18 years old.

  • Micro, Small, and Medium Enterprises (MSMEs) with a valid Udyam Registration.

  • Technical institutes, universities, and research centers, especially those focusing on rural and agricultural sectors.

Required Documentation

For Individuals/Entrepreneurs (Promoting Livelihood Enterprises)

Identity Proof: Aadhaar Card, Voter ID, or other government-issued ID

Age Proof: Document verifying age

Caste Certificate (if applicable, e.g., SC/ST/OBC)

Disability Certificate (if applicable)

Detailed Project Report (DPR): Includes business idea, use of local resources, and need justification

Udyam Registration: Mandatory for existing PMEGP/MUDRA units seeking second loans

How to Apply?

The applicant organisation will select a Mentor Institute and upload the proposal through the selected Mentor Institute as per the prescribed format online at www.aspire.msme.gov.in.

The proposals in soft copy may be sent by the applicant organisation to the Mentor Institute and subsequently to the Ministry at js.ari@nic.in.

The list of the designated Mentor Institute along with their contact details will be available on the portal www.aspire.msme.gov.in.
