Caravan Tourism Policy
The Caravan Tourism Policy, notified by the Government of Goa in 2023, aims to introduce and regulate caravan tourism as a new tourism product in the State. Implemented by the Department of Tourism, Government of Goa, the policy promotes the use of specially built caravan vehicles and the development of caravan parks to offer flexible, non-intrusive travel and accommodation experiences. It provides fiscal incentives such as reimbursement of capital investment, road tax, and registration fees to attract caravan operators, while also setting standards for registration, safety, infrastructure, and operations. The policy seeks to diversify Goa’s tourism offerings, promote hinterland and remote tourism, and strengthen sustainable tourism development.
Benefits

Capital cost reimbursement: Up to ₹20 lakh (first 10 caravans), ₹10 lakh (11–30), and ₹5 lakh (31–50), or a percentage of cost, whichever is less.

Road tax reimbursement: 25%, 15%, or 10% of tax paid (based on caravan number), with per-vehicle caps.

Registration fee reimbursement: Actual fee or ₹1,000 per year (whichever is less) for 3 years, limited to first 50 caravans.
Eligibility

Caravan vehicles must be: Registered in RTO Goa, and Registered with the Department of Tourism, Government of Goa.

Caravans must be operational in Goa for atleast one year from the date of registration with Department of Tourism.

Incentives are limited to maximum of 10 Caravans per operator/entity.

Vehicles must be purchased during the operative period of the Policy and comply with Central Motor Vehicles Rules and Automotive Industry Standards (AIS-124/AIS-113).

Only new Caravans are eligible.

Incentives are available on a first-come-first-served basis, subject to limits specified in the policy.

For Registration: KYC documents (Aadhaar, PAN, Driving Licence, or Passport)
For Claiming Incentives: Reimbursement application form (Annexure–II)
For Claiming Incentives: Chartered accountant certificate certifying capital investment
For Claiming Incentives: Purchase invoice of the caravan vehicle
For Claiming Incentives: Road tax payment receipt
For Claiming Incentives: Cancelled cheque
How to Apply?
Log in to the UDP Goa website.
Select Caravan Tourism Policy from the list of schemes.
Click on the Apply button.
You will be automatically redirected to the Goa Online Portal to submit your application.
